The first step in an unfinished factory is to understand the completed works and their interfaces with new work, as well as listing what remains. Preparing for the site inspection with existing documents and intended-use requirements helps define the quotation boundaries.
1. Gather the available documents
Gather architectural, structural and building services drawings, together with available construction records, equipment information and previous work schedules. Mark any known differences between the drawings and site conditions. Do not assume a missing document exists.

- New use and space requirements
2. Divide the works into three separate lists
For each area, separately record works to retain, works requiring assessment or rectification, and new works. Labelling photographs with area names makes site discussions easier.
- Retain: completed works intended to remain in use
- Inspect: works whose condition or suitability is not yet clear
- New works: missing installations, partitions, surfaces and finishes
A visual inspection alone is not certification of structural safety or installation compliance. Specialist teams determine the necessary technical investigations and checks.
3. Discuss interfaces between existing and new works
Review how new partitions relate to service routes, floor finishes to door and equipment levels, and office layouts to existing infrastructure. During the inspection, ask whether completing a later work item will require removing any finished work.
4. Define phases for an operating facility
If production continues, work zones, material deliveries, equipment protection, service interruptions and operational access needs are assessed together. For each phase, clarify who vacates the area, when, and under what conditions it is handed back.
5. Request a written outstanding works schedule after inspection
The schedule should identify each item’s location, description, responsible party and unresolved conditions. List matters requiring further investigation separately instead of pricing them as confirmed works.

6. Include a brief current-condition summary with your enquiry
Share the location, approximate enclosed area, current construction stage and expected completion level. A description such as “The shell is complete; electrical and mechanical installations and administrative area finishes remain” provides a clearer starting point than a general request for a price per square metre.
